Vintage Tri-Spinner or Wing Center pair of caps. If you notice there is a right and left handed spinner. The direction of the 'wings' is reversed on one. I do not have an age on these, however the hardware is SAE not metric. Had only one 5/16 by 18 threaded bolt that was in one of them, after I took initial pictures I rooted through my 'stash' found another although not the same color and will include it, see pic.
